Preparing an esoteric shop involves financing two transitions: starting the business and managing the owner's new professional situation. Inventory, furniture, and the website belong in the first budget. Housing, food, and personal expenses belong in the second. Support that helps one budget does not automatically finance the other.
The acronyms ACRE, ARCE, and ARE are easily confused, with costly consequences: they are not three amounts to be added together. ACRE reduces certain social contributions. ARCE converts part of unemployment benefit entitlement into capital. Continued ARE payments provide a benefit adjusted to the circumstances of the business startup. The French rules presented here were verified on September 17, 2026.
Start with two separate budgets
Before selecting a scheme, calculate the project's costs and the amount needed for living expenses while the business develops. The complete startup budget helps distinguish setup, merchandise, and operating reserves. Add a personal budget based on the household's actual expenses, without assuming that the shop can immediately pay the owner.
Money allocated to opening inventory is no longer available for personal expenses. Likewise, benefits used for living costs cannot simultaneously count as capital invested in the business. Keeping the two separate prevents a financing plan from appearing balanced by counting the same funds twice.
ACRE: savings on social contributions, not a cash grant
ACRE provides a temporary, partial exemption from social contributions. Eligibility depends in part on the entrepreneur's circumstances: recipients of unemployment benefits, certain non-recipients, beneficiaries of minimum social benefits, younger entrepreneurs, or business creation in an eligible area. Other categories exist. Check that the scheme has not been received during the previous three years and, for a company, the requirements concerning control. The official Service Public Entreprendre guidance describes the criteria.
For micro-enterprises created or acquired from July 1, 2026, the reduction fell from 50% to 25% of the relevant contributions. The reduced rate is therefore 75% of the normal rate. The application must be submitted within 60 days of the start of activity shown on the supporting document. The official 2026 reform update helps distinguish current rules from older articles still available online.
For a micro-enterprise, the period runs until the end of the third calendar quarter following the quarter in which activity began: it does not always amount to a full twelve months. Other business forms follow their own rules, notably according to income and the contributions covered. The micro-enterprise calculation should not be applied to all businesses.
In a financial forecast, ACRE reduces an eligible expense during the applicable period. It is not recorded as a cash payment available to buy display furniture. Check the balance after the relief ends too: the shop must be able to operate with normal contributions.
ARCE: receiving part of unemployment benefit entitlement as capital
France Travail presents ARCE as an alternative to continuing monthly ARE benefits. For the relevant entitlements opened after employment contracts ending from July 1, 2023, excluding the special intermittent-worker regime, ARCE amounts to 60% of remaining ARE entitlement. A 3% deduction finances supplementary pensions; CSG and CRDS contributions may also apply. Eligibility includes ARE entitlement, ACRE, and a business creation or acquisition following the required France Travail registration sequence. Consult France Travail's ARCE conditions.
The capital is paid in two equal installments. The second is made six months after the first, subject to continued business activity and, for situations covered by rules introduced in April 2025, the absence of a full-time permanent employment contract. From September 1, 2026, an exception applies to founders or buyers of worker cooperatives (Scop) employed full-time on permanent contracts within their Scop. The Service Public Entreprendre ARCE page explains this update.
Example: 20 000 € of entitlement does not mean 12 000 € immediately
The following simulation assumes a hypothetical remaining entitlement of 20 000 €, subject to the 60% rate. It applies only the 3% deduction mentioned above. The figures are not a calculation of an individual's net payment: other possible deductions and payment processing times must be checked.
| Step in the hypothetical calculation | Amount | Meaning for the project |
|---|---|---|
| Remaining ARE entitlement | 20 000 € | Calculation base, not funds already in the bank |
| Capital at 60%, before deductions | 12 000 € | Theoretical amount before deductions |
| After the 3% deduction | 11 640 € | Before any other applicable deductions |
| First half | 5 820 € | After eligibility requirements are met and payment is processed |
| Second half | 5 820 € | Six months after the first installment, subject to conditions |
An inventory purchase falling due before the first installment requires another funding source available on that date. The second installment must not artificially fill a cash shortfall on opening day. The calculation concerns timing, not merely total entitlement.
Continued ARE: retaining income while the business develops
Monthly supplementary ARE depends on professional income and the rules applying to the entitlement. For entitlements arising from an employment contract ending or dismissal proceedings begun from April 1, 2025, the combination with self-employment is capped at 60% of the entitlement remaining when the business starts. This cap concerns the total benefits available, not a monthly payment fixed at 60%. France Travail explains these rules on continued benefits.
Once this limit is reached, the regional joint committee may examine a request relating to the remaining 40% in the absence of remuneration and with evidence of actual business activity. Continued payment is not automatic. Reporting and supporting documentation remain necessary; monthly amounts should not be fixed in a budget without a simulation suited to the entrepreneur's legal status and declared income.
This option may be suitable when initial business investment is already funded but the shop cannot yet pay its owner. It is not a universal recommendation: compare personal expenses, the shop's cash timetable, and actual entitlement.
Choose without adding together alternative options
ARCE and continued monthly ARE cannot be combined to finance the same business creation twice from the same entitlement. ACRE serves a different purpose and is a condition of ARCE. Confirm how these schemes interact before treating any support as guaranteed.
Compare two complete schedules. One allocates available capital to specific needs while protecting personal expenses. The other places estimated monthly benefits against the personal budget and finances investment differently. In each case, include a slower-sales scenario using our method for stress-testing the project.
Place each benefit in the right budget. The Esotericæ business plan generator helps organize the project, its budget, and its strategy. Then add a France Travail simulation and your cash-flow schedule: the tool does not calculate unemployment benefit entitlement or replace official confirmation.
Prepare applications before irreversible commitments
Contact France Travail before deciding the business creation timeline. Prepare supporting documents and file the ACRE application within the relevant deadline. Keep decisions on record and distinguish support being considered, an application submitted, an award confirmed, and funds actually received.
Describe the activity directly: sales of books, incense, materials, and accessories, with any services listed separately. Describing the shop as esoteric does not remove the need to assess its business status and the entrepreneur's personal eligibility. Financial support helps during a phase; the shop's profitability must ultimately rest on sales and costs after that phase.
