Local grants, loan guarantees and crowdfunding: financing an esoteric shop

Local financial assistance, a France Active guarantee and a pre-order crowdfunding campaign each serve different purposes. Find out how to identify suitable schemes and account for their timing in your financing plan.

After the founder's contribution and the main loan, some esoteric shop projects may also qualify for local financial support, a guarantee or crowdfunding. These options are worth researching systematically: their purpose, eligibility criteria and timing are not interchangeable.

The starting point is not to add up amounts found online. Instead, identify the remaining need: purchasing equipment, financing an eligible expense, helping secure bank approval or generating initial orders. A scheme suited to one of these purposes may do nothing to address the others.

Distinguish grants, repayable advances, guarantees and pre-orders

The Bpifrance Création overview of financing options distinguishes equity financing, loans and other forms of support. These categories must remain clear in your financing plan. Support described as 'funding' is not necessarily money that can be spent freely and kept without conditions.

A grant is subject to the terms of the award. A repayable advance comes with a repayment schedule. A guarantee helps secure a loan but does not represent a second transfer of money. A pre-order brings in funds in return for an obligation to deliver. Treating all four as unrestricted grants available at opening would distort the budget.

For each option, record the type of scheme, permitted use, confirmed amount, possible payment date and any subsequent obligations. The start-up budget sets out the needs; funding research should then identify suitable resources to meet them.

Find support schemes based on location and expenditure

The national database of public support schemes referenced by Bpifrance Création is a useful starting point. Follow up with organisations serving the area where you plan to operate: the local economic development department, the relevant chamber of commerce or trades, and the body administering the scheme you have identified.

Your search should start with an address and a real project. Specify whether you are starting a business, taking one over or expanding an existing shop. Separate building work, equipment, online trading, energy-related expenditure and stock. Support covering certain investments should not be applied indiscriminately to the entire budget.

Ask whether the planned business activity and expenses qualify, how the size of the company is assessed and which documents are required. Check any conditions relating to location, timing or employment. The word 'retail' in a scheme's name does not establish that every shop is eligible.

Check the dates before signing or paying

Before signing a quotation, paying a deposit or starting work, obtain confirmation of the commitment date used by the scheme. Expenses already committed are not treated in the same way under every programme. Check before making the decision, not after receiving the invoice.

Keep the applicable rules, correspondence with the scheme administrator and the award decision. An introductory webpage summarises the scheme but cannot replace the document setting out your specific conditions. An acknowledgement that your application has been received is not funding approval.

The same applies when combining funding sources. An expense must not receive more overlapping support than the rules allow. Ask which other forms of assistance must be declared and how the applicable limit is calculated. Eligibility for combined support must be based on the schemes actually applied for, not an assumed general rule.

A grant paid after an expense still creates a cash-flow requirement

Consider a purely hypothetical example, unrelated to any actual scheme: 10 000 € of eligible expenditure qualifies, once approved, for a 20% grant, or 2 000 €. If the grant is paid only after the expenses have been settled and the supporting documents checked, the applicant must first cover the full 10 000 € and then wait for the scheduled reimbursement.

The final cost may be 8 000 € in this example, but the initial cash requirement remains 10 000 €. A budget providing only 8 000 € may therefore prevent an investment from going ahead even when it has been awarded a grant.

Payment timing matters just as much as the amount awarded. Record the grant in the forecast when it could realistically be received. A grant payable after building work does not automatically cover the deposit required before the work begins.

The Bpifrance cash-flow forecast guide helps reconcile the dates of incoming and outgoing payments. Adapt the forecast to invoices, any recoverable taxes and the payment terms of your particular application.

France Active: a guarantee to help secure credit

France Active offers several bank guarantees depending on the applicant's profile and project. Some are aimed at unemployed applicants, eligible women or businesses established in specified areas. Coverage can reach 80% under certain schemes; that rate does not apply to every application.

The local association assesses the financing structure. Depending on the terms, a guarantee can reduce or remove the need for a personal guarantee, but it does not cancel the borrower's debt. An esoteric business is not automatically part of the social and solidarity economy: describe the project as it is and check the criteria of the relevant scheme.

The key question is therefore: which barrier to bank lending might this guarantee overcome? If the problem is insufficient repayment capacity, reducing the bank's risk does not create additional sales. If the financing is affordable but the guarantees are proving difficult, discuss this possibility with the organisation and the bank.

Regional programmes also provide guidance

Regional authorities offer support programmes that replaced the former Nacre scheme. Bpifrance describes these business start-up and takeover support programmes. Research the programme available in your area instead of assuming that the conditions of an old nationwide loan still apply everywhere.

Support can be valuable even without a direct payment. A corrected budget, a more appropriate application or an avoided expense can all strengthen the project. However, hours of advice are not cash available from a bank to purchase stock.

Crowdfunding must cover its own obligations

In its guide to crowdfunding platforms, Bpifrance distinguishes donation campaigns, with or without rewards, from lending and equity investment. A pre-order and an equity investment create different obligations. Define the model before announcing your fundraising target.

For a shop, early orders can help test a product range. But the money raised must still cover the goods promised, packaging, delivery, platform fees and the work involved. The amount displayed on the campaign is therefore not the amount left to fit out the premises.

The following is a cash-flow illustration, not a reference to the fees charged by any particular platform. It assumes incoming and outgoing payments consistent with the amounts actually received or paid. It does not account for the tax or accounting treatment of the campaign.

Hypothetical campaign cash flow Amount
Total collected 8 000 €
Platform and payment processing fees deducted −640 €
Products and packaging for rewards −3 200 €
Planned shipping costs −800 €
Balance before tax, labour and other expenses 3 360 €

In this example, the advertised 8 000 € leaves 3 360 € before the costs still excluded. This is not a net profit. You must also examine when fees are deducted, when the platform pays out and when orders must be fulfilled. An unsuccessful or cancelled campaign must be handled according to its terms.

Only promise rewards that your supply chain and order-fulfilment capacity can realistically deliver. A commercially successful campaign can still be difficult to fulfil if it runs too far ahead of available stock. The Esotericæ margin calculator helps check the product economics; campaign and fulfilment costs must then be added separately.

Complete the financing plan without imaginary resources

In your financing plan, separate confirmed funding from amounts that still need to be applied for. Keep a scenario that excludes uncertain support, or clearly identify the expenditure that depends on receiving it. A campaign that has not started, an application that has been submitted and a loan that has been approved represent three different levels of certainty.

Do not count pre-orders as two separate sales either: campaign payments and the later delivery relate to the same commercial transaction. The sales forecast must be reconciled with the cash-flow timetable to prevent double counting.

Bring your funding options together in a clear plan. The Esotericæ business plan generator helps you prepare an initial outline for your shop. Then add a funding table showing each organisation, application status, confirmed amount and expected payment date. The tool helps structure the project; it does not automatically identify support schemes or confirm eligibility.
